I have the honour to acknowledge the receipt of your letter of the 14th September and to inform you that the two copies of newspapers which accompanied the letter of the Secretary to the Governor-General, and which I return herewith, are copies of the "Gadhar" of the 21st July issued in the Urdu and Gurmukhi dialecta respectively. I enclose for the informat- ion of the Philippine Authorities a copy of the same publication issued in the Gujerati dialect.

I have also to request that you would be so good

as to convey an expression of my appreciation of the action which the Philippine Government have taken in this matter.
